The Foster Care and Adoption Resource Center -- sometimes referred
to as the FCARC -- began in June 2005
as an important part of Governor
Doyle's Kids First Initiative. An adoptive parent himself, Governor
Doyle has
always believed that foster and adoptive parents are a
critical resource for Wisconsin and its children.
