FCARC Library Policy
The Foster Care and Adoption Resource Center's library provides resource materials for families and people working in the foster-adoptive care field. We are continually adding to our library and are happy to take suggestions of items to add. We strive to have a wide variety of perspectives, and materials in our library should not be construed as an endorsement of any particular viewpoint.
The Foster Care and Adoption Resource Center shares the online library resources with Adoption Resources of Wisconsin (ARW). Any resident of Wisconsin interested in checking out materials from the ARW lending library agrees to the following:
- The borrower assumes full responsibility for the materials while they are checked out. Materials which are returned damaged or with missing parts will be assessed by ARW staff and billed to the borrower. Lost materials will be replaced at the expense of the borrower.
- Patrons will complete and submit a Borrower Information Form to ARW.
- Resource library patrons may borrow up to four items at a time.
- Checkout period for all items is three weeks. You will receive an e-mail reminding you of the due date one week before and the date it is due.
- Materials may be checked out online, in person or by mail.
Checkout online and mail: Only residents within Wisconsin and only those who are potential/current foster care/adoptive families or people working in the child welfare field may borrow library materials. The items will be shipped to you with a return postage paid envelope.
Checkout in person: The same guidelines as above apply with the exclusion of the return postage paid envelope. Items checked out in person should be returned in person also. If borrower wishes to return items per mail, borrower is responsible for all fees and guarantees receipt of items by ARW staff.

Borrowers are to make every effort to return materials on time. If no others have requested the item, a borrower can request to renew the materials. A borrower who returns items late excessively may not be allowed to check materials out again. Extension requests may be made by contacting the resource librarian.
Failure to return materials. ARW will make several attempts to retrieve materials that are not returned as agreed. If items are still not returned as agreed, ARW reserves the right to bill you for full replacement cost plus a 10% surcharge for shipping and handling.
Damaged materials. Any materials returned damaged will be assessed by the ARW staff and the borrower will be charged as necessary. The fee for damaged materials ranges between partial and full replacement cost. It is at ARW’s discretion to decide whether partial or full replacement is necessary.
